Suicide

Suicide prevention on the official agenda since 2008.

20% of all suicides in Sweden by mental services inpatients [p.40]

Men with less education commit suicide at greater rate than men with post-secondary degree education.

Reverse trend in women:  less educated women, less likely to commit suicide.

2008 Swedish parliament launched National Program for Suicide Prevention.

Work related stress on the rise since mid-1990s.

Deterioration in work (stress levels rise etc) since the early 1980s.

Some downturn in the trend beginning 2001, but not so for the young.

Work related mental health claims on rise for those to 29 years old.

  • 20%  - mid 1990s benefits claims = mental health condition.
  • 40%  - 2009 benefits claims = mental health condition.
  • 45% - in Denmark comparison
  • 25% - in Norway
Anti stigma campaign launched - 'Hjarnkoll
-  PR destigmatisation spin to public re mental health
/ judge to have had 'overall positive impact'

Swedish hiring practice:  seniority rule
= last in, first out
pursuant to:  Swedish Employment Protection Act

*notwithstanding rules on priority, employee who has made reduced work / special duties arrangement
shall be given priority for continued work (if this can be done w/out serious inconvenience)

*objective grounds required to make dismissal legal (ie beyond mental health factor)

Those with mental health issues can be locked out of employment due to employment protection legislation locking in such persons in current positions.  Increased tendency to switch jobs more often & increase of temporary contracts a disadvantage for this group.

Youth Mental Health Workplace Issues

Transit from education into adult employment, issues tend to arise.

Young men Sweden mental disorder twice average rate / young women anxiety & depression more likely.

15-24 age group = over one-third disability claims.

Swedish youth mental health on decline - self-injury rates high for this group.

Women higher than men in the self-injury hospitalised category 2009-2011 (over twice number females).

25-44 year olds, drop in self-injury rate.

OECD report 'Sick on the Job?' attributes higher figures mental illness rates to reduced stigma rather than trending mental illness.

Remedy re disability scheme under 30s / vocational rehab, prolonged schooling study grant
in lieu of 'disability benefit entitlement' + policies adapting labour market to encouraging hiring of young

comment:  this approach hides the figures of mentally ill - they become students

Sweden - trade unions & professional orgs important role
/ majority in health services are members professional unions

43,000 doctors in Sweden 2011

First year sickness benefits 80% income for first year, thereafter 75%
/ exceptions:  incl. very serious illness can receive 80% with no time limit

Young Adults mental health benefits - Activity Compensation, max 3 years at time,  64% of average or 3 highest prior gross yearly incomes w/in certain time frame - or fixed guarantee on persons age (19-29) max. guarantee, SEK 104,304 pa in 2014
COMMENT:  *if I understand correctly, this advantages higher income earners in relation to lower income earners (it should be flat figure support for all)

Mental health Sickness Compensation to adults 30 years old or older, are permanent (not 3-yearly per Activity Compensation).

Mental health disorders 'significant burden' in this context
-- mental disorders incl. depression, schizophrenia, chronic fatigue syndrome, mental disabilities, personality disorders, drug abuse
-- combined w/ musculoskeletal disorders
= 75% of all new disability claims (women) - 2006
= 65% of all new disability claims (men) - 2006

2012
Switzerland has the most psychiatrists per population, followed by:  Ireland, Norway, France, Germany, Finland, Sweden, Luxemboug, Netherlands, UK, Italy, Belgium, Denmark, Greece, Israel, Canada, Australia.

Last are:  Mexico, Turkey, Chile, Korea, Poland, Spain etc.

Sweden:  reported shortage practising psychiatrists - regional - forced to employ temp shrinks - continuity of care affected.

Online self-help cognitive behavioural therapy for panic & depression.
Works just as well w/ panic disorder as traditional treatment.
Depression OK if caught early.  Later stages & higher severity or more frequent episodes, respond less well.
COMMENT:
Sweden is nuts: SEK 1-BILLION to this online CBT nonsense pledged ... somebody's making a sh*tload of money for nothing  / may as well have given cash payouts to patients ... bet their outlook would have improved.

Psychiatric beds:  halved since 1995
2012:  x46 psych beds per 100,000 pop.
beds down b/c Sweden's long process of 'deinstitutionalisation' & outpatient units in general hospitals, dismantling of mental institutions).
beds down but HOUSING SERVICE INCREASED

Top places to go for psych beds (2013):  Japan, Belgium, Netherlands, Germany, Norway, Czech, Switzerland, Korea

Countries with least psych beds (2013):  Mexico, Turkey, Chile, Italy, NZ, Australia, Israel, Iceland, Sweden (in that order).

Municipal social services provide housing & employment for those with mental disabilities.
Municipalities assumed financial responsibility for housing of individuals w/in hospital, who have no housing alternatives (post deinstitutionalisation drive) in 1990 (at 20%).
1990s, state grants used for development of group homes.
Municipalities are responsible for GENERAL POPULATION provision of housing support also.
*those affected by mental illness must be able to prove mental impairment is not result of ageing, is enduring & causes significant daily difficulties & they must prove their needs are not met in 'present conditions'.

COMMENT:  the group most likely to be most adversely impacted by high immigration rates

Those that qualify receive aid for independence living, to get own housing / ie standard flat private or public sector or special flat for certain groups.

For those with higher need levels, sheltered housing options & full or part-time staff.

Sliding scale charges for those with income.

2003 study:  8,000 accommodations = two-thirds 'home-like' & one-third 'institution-like'

Housing shortages in some municipalities have meant having to shuffle mental health patients around municipalities.
Stockholm - this took place 43% of the time, compared to the average rate of 20% of shuffling mental patients.

Past 'few years' rising mental health disorders children & adolescents.
Action plan;  2012-2016, child / youth mental health priority

Among various, incl. aim to keep special needs children w/in mainstream schools (with assistance).

Mandatory primary school = 'Grandskola' - 7 yrs to 16 yrs
Elective secondary school = 'Gymnasieskola'
2 streams:  higher education or vocational schooling

Special schools for those with more severe functional problems

2009 - 22% of population - ie approx 2 million = children
- 05% = psychiatric issues treatment p.a.
- 15% = psychiatric services contact, childhood or adolescents

*majority:  hyperactivity / likewise for men 18-24

Comment:  'hyperactivity' is probably undiagnosed Antisocial Personality Disorder or the like ... lol

Especially when we're talking 18-24 year old bracket.

Girls: 18-24 - large proportion of anxiety disorders

Forensic Mental Health / Crime / Serious Mental Disturbance

*persons sentenced to MANDATORY MENTAL CARE

---
SWEDEN:  impossible to plead 'not guilty' by reason of insanity / all offenders considered responsible.
However, those that commit crime while considered suffering from mental condition
such offender:  SENTENCED to FORENSIC psychiatric treatment
*person with severe mental disorder cannot be sentenced to prison
*instead, taken into custody under Compulsory Care Act

2010 - Forensic Care Patients - 1,476 total

  • 85% (1,251) = male
  • 15% (225) = female
* where's the gender equality?  lol  C'mon, ladies ... must remedy this injustice!

Sweden = x31 forensic psychiatric clinics - 94% treatment of forensic cases
balance in general psychiatric clinics

Primary goals forensic:
-- prevent recidivism (national rate just under 21%)*
-- reduce recurrence mental illness
-- reduce recurrence of substance abuse

average period of care:  5 years

*recidivism reporting study not reliable b/c study on self-reporting basis
/ access to criminal records denied by Swedish legislation

2011 study says that forensic psychiatric treatment effective
/ but study would rely on self-reporting, so it is not exactly reliable

COMMENT:  records should be made available to interested public / minus identifying features

Reportedly 11% reoffenders of study population vs. 28% among (presumably like) prison study

Could be due to:
-- individualised psych treatment
-- comprehensive support / programs
-- transitional accommodation

Primary minority groups in Sweden listed as 'National Minorities':

  • Sami (aka Lapps - indigenous Finno-Ugric)
  • Jews
  • Tornedalers (descendants of Finns who settled northern Sweden)
  • Roma (16th C. deportees misc. northern countries / Indian)
  • Swedish Finns
Elevated mental health issues among recognised minorities:
- Tornedalen
- Roma
- Swedish Finns
- Sami (high rate suicidal thoughts reindeer herders)

*low trust in national institutions / limited tendency to seek help

Remedies in pipeworks

Other non 'national minority' ethnic minorities in Sweden:
/ demographic shaped by arrivals from:
Middle East, Africa, Asia, Latin America, Eastern Europe, Balkans

2012 - Sweden:
-- 7% of population foreign citizens
-- 15.4% foreign born

[total:  22.4%]

COMMENT:  not clear to me what the distinction is between foreign born & 'foreign citizens'

Psychiatric Medication

-- ethnic groups prescribed analgesics & antidepressants at high rate than Swedish-born
-- Swedish born get:  hypnotic & sedative drugs at higher rate

Primary care practitioners prescribe benzos more frequently than psychiatrists

Minorities receive primary (as opposed to psychiatric) care more often
*reason:  language barrier to behaviour / psychotherapeutic therapies

'National minorities' - 2009 - new govt policy
& ratification of Council of Europe minority conventions
= equipping national minorities w/ what they require to:

  • develop
  • preserve
  • reclaim
  • their languages
legislation:  'National Minorities & National Minority Languages Act'

to support Mental Service Act in equal care efforts

somehow, the National Minorities legislation will equalise the Mental Health factor

Mental Health Financing

21 Councils general taxation system
80 % of total health care through regional taxation
15-20% through state grands
patient fees, only small part

*councils to purchase healthcare for inhabitants through district regional healthcare
usually:  GPs & other are salaried or contracted & county councils own the majority of hospitals

High degree of autonomy granted to County councils / varying hospital payment practices across Sweden

Payment info detailed.

Sweden total health spending = 9.1% GDP 2012

Private health care not widespread / mainly paid by employers.
Voluntary health insurance on the rise since 2000.

Significantly higher spending on special psych care in:  Stockholm vs. other regions

Demonstrated rise in mental health issues in metropolitan areas

Young populations tend to need more mental heath care / but age is not necessarily a factor:
Stockholm young pop. & high psych care costs
but Uppsala also young pop. but care costs in line with national average

2012 - 2016 - extended action plan / mental illness:

incl. policy towards structural reform re vulnerable groups requiring more targeted mental health care

/ also seek to address weaknesses in system highlighted by high profile homicides by mentally ill persons

2007-2011 initiative:  improving housing, daily activities, national planning & coordination, general & forensic care standards setting, & national monitoring system.

2012-2016 action plan:  SEK 870 million per annum
in tandem with SALAR / initiative to use economic incentives to local authorities to improve mental health services
groups that require outreach:

1. children & youth
2. those w/ significant psychiatric problems

improving employment among those w/ mental health issues also a priority

Expect a progress report:  2017

COMMENT

This was interesting.

Got slack in some parts of this summary, so I'd give my summary maybe an 80-90% for details.

Anyone that's interested in complete content can link the document.

Cannot believe the amount of money Sweden is spending on some nonsense online behavioural program.  Has it occurred to anyone that it works just as well as conventional treatments because those persons that are caught early blah blah blah are apt to recover of their own accord, as they've got some mild issues etc and that they're bound to adapt to coping mentally/emotionally eventually?

What an utter waste of money.  Money spent poorly, Sweden.

Are the Swedes on drugs, or something?

This is going to sound awful, but I found this remark humorous:

high rate suicidal thoughts among the reindeer herders

The high profile murders by mental patients mention would maybe indicate that Sweden's deinstitutionalisation policy maybe isn't going all that well?

On the other hand, it's been since the mid-1990s that deinstitutionalisation commenced (I believe), so maybe it's the imported crazies that are running amok instead, as the home-grown ones sound too sedated to bother (hypnotic & sedative consumers).

It seems to me that councils have too much money and power in Sweden, but I could be wrong.  It's just the first impression I have.

If Sweden has 7 year olds and teenagers in the same school, there might be some problems with that.  On second look, I think they just mean that's the minimum or mandatory education in Sweden, but the pupils are not necessarily educated together.

The feminist government in Sweden might want to find out why women with higher education qualifications seem to want to top themselves much more frequently than their less empowered super-sisters.

Taking the piss again about suicide.  Whoever would have thought death could be so funny.  Uh-oh.  Maybe I'm tired; I'm finding everything funny.  lol

Oh, I just found another funny:  Sweden's feminists are under-represented in the forensic psychiatric care patient department ... LMAO.

The supposedly 'hyperactive' boys are probably baby psychopaths, and the 18-24 year olds running amok?  Most definitely.  LOL

Iranians pushed the 20-year-old Swedish woman in front of trains in Berlin

Published January 20, 2016 at 21:37

Foreign. A 20-year-old Swedish woman murdered in Berlin when a 28 year-old Iranian suddenly shoved her in front of a train at the underground station Ernst-Reuter-Platz late Tuesday evening.

Meanwhile, deceives and blinds the media sharply in the reporting of the event.
On the woman completely unknown Iranian pushed her against the incoming subway train and she died instantly, writes the Berliner Zeitung.

Germans on the spot seized the man directly and held him until police arrived.

According to the Berliner Zeitung, the 28-year-old Iranian born in Hamburg of immigrant parents
. He had no fixed abode and had shortly before the murder failed to get a home in a homeless shelter. According to prosecutors, it could be a motive for murder.
Media blinds

Immigrants crimes against white women is currently a hotly debated topic in Germany, the Berliner Zeitung blinds consistent that it concerns a Swedish woman. Instead, the paper suggests that it concerns an internal immigrant settlement by writing to the murder victim "is a German immigrant background".

Swedish Aftonbladet - which in turn blinds to the perpetrator were immigrants - for its part has spoken with the Foreign Ministry's press office, confirming that it is known that a Swedish woman in 20s killed in Berlin.

Berlin Interior Minister Frank Henkel has commented on the case by criticizing the authorities in Hamburg, where the man comes.

The 28-year-old migrant, namely to have a significant history of violence behind it, but still allowed to move freely outdoors.

- One has to ask why this man is not stopped before, says Henkel, according to the Berliner Zeitung.

Amanda, 20, died when she was pushed in front of the subway train

Berlin.

There are still flowers on the platform of the subway station Ernst-Reuter-Platz, in western Berlin. For Swedish Amanda Khaskie Abdullah, 20, took the life out here, when she was late Tuesday night was pushed by a 28 year old man in front of a train and died.

There are still flowers on the platform of the subway station Ernst-Reuter-Platz, in western Berlin. People stay up, looking at the bouquets and the burned-grave candles, and taking pictures with their mobiles.

Fourth minute rolls a new train onto the platform and then rushes on through the town.

It was this Swedish Amanda, 20, was pushed to her death Tuesday night.

- It's very difficult when things happen, to understand how it could h
appen, says the friend Simone Hanning, 25, from Gothenburg.
She is married to Amanda Khaskie Abdullah's uncle. When they found out what had happened, they immediately booked a flight to Berlin, where Amanda lived with her younger sister and mother.

- The funeral is Friday. I'll be here for the mother, little sister and the rest of the family, says Simone Hanning.

At the subway station is now growing sea of flowers and greetings. One of them is a joint letter from Amanda's mother and sister. Aftonbladet has received family permission to quote from it.

">"My beloved Amanda As suddenly torn you away from me," the mother continues:
"You were and are my everything, my darling, my great, my best and my most beautiful. No words in the world have you coming back to me, but I'll keep you forever in my heart."
Sister writes:
"Loved Sister! It is incredible how you have been taken from us. You were and are my perfect sister, a mother, while my best friend. I miss you so, I will never forget you. Rest in peace, we have seen again "."She liked Sweden very much"
Amanda Khaskie Abdullah was born in Germany in 1995 and had both Swedish and German citizenship.

Mother Hoda Khaskie Abdullah comes from Gothenburg, but moved in the 1990s to Berlin with her daughter's German father.

- Amanda used to go to Sweden, two to four times a year. We were always out shopping in Gothenburg and communed much with relatives. She was very social, says Simone Hanning, who describes his friend as a happy and caring person.

- She was very welcomed and loved life more than anything else.
After finishing high school in 2014 worked Amanda Khaskie Abdullah on a support in Berlin.

During the winter she started searching for various college and university programs in Germany.

- She liked Sweden very much, but I think she felt more at home here, says Simone Hanning.

Raises questions about the German psychiatric care

Her death in the subway has received much attention in Berlin and raised the question of whether the security of the city's subway system is sufficient. Many of the stations are old with narrow platforms. An expansion by walls and security doors onto the tracks is considered extremely costly, if not impossible, reported several German newspapers on Thursday.

The act has also raised questions about the German psychiatric care.

The suspect is 28-year-old from Hamburg is judged according to the newspaper Der Tagesspiegel suffering from paranoid schizophrenia. Many wonder now if not better functioning of care could have prevented the death.

So even the grieving family Khaskie Abdullah.

- We've talked a lot about it. What was he doing out on the streets? Simone said Hanning.

COMMENT

Ernst-Reuter-Platz
Location:  Charlottenburg, Berlin

Parties:
Victim:  20 year old, female, migrant background, German-Sweden Dual Citizenship
born:  Germany / German father (presumed Middle Eastern given surname)
Suspect:  male, 28, migrant background (Iran), German-born, resident Hamburg | homeless shelter
Suspect apparently under police surveillance for prior violent crime, judging by the translation (Russian article).
----------------------------------------

I found the presentation of the various reports interesting.

'Swedish woman' was the mainstream press description in the Swedish media.  In other reports, the victim was described as a 'German woman.'

But neither description is accurate when the subject is not a European woman.

Instead, the news is distorted with headlines screaming about the death of a 'Swedish' woman. It is not until the subject's name is released that there's some indirect indication of who the victim is.

The victim's surname would indicate a non-native & thus non-European paternal background (and unknown maternal background), born in Germany, with dual German & Swedish citizenship, who appears to have resided in Sweden prior taking work in Germany, with a view to obtaining a German university education.

The suspect, was also born in Germany and is also of migrant background (reportedly Iranian).  The suspect was possibly under the influence of drugs, is possibly suffering from mental illness, appears to have a history of violent behaviour, was under police watch and resided at a homeless shelter.

In my view, the news is supposed to be the unvarnished and unedited entirety of events, which is ACCURATELY reported -- ie.  the whole news, and not part news or otherwise shaped or manipulated news.

Instead of getting straight facts, readers are getting misleading reports, presumably arising out of either political correctness or state and press 'standards' guidelines (of con artistry) on the reporting of persons of non-European backgrounds.

Even where the name given appears to be of Middle Eastern origin, the write-ups about a 'Swedish woman' persist.

An equivalent is headlines screaming 'Apples' but finding the subject of the article is really 'Pears', 'Strawberries' or 'Pineapples' instead.

The public should not have to read multiple media reports from around the world to get the basic facts.

The fact that the suspect is of migrant background (in this case, German-born Iranian) is suppressed in the Swedish press articles, save for what I believe is the Swedish right press, where the background is identified.

The Russian article also identifies the suspect's background:
  • Russian:  21 Jan:  Iran
  • Swedish:  20 Jan:  nil
  • Swedish:  20 Jan:  nil
  • Swedish:  20 Jan:  Iran [right (?) press]
  • Swedish:  21 Jan:  nil
The difference in reporting what had happened is also interesting.

The Swedish right press reports the victim was 'shoved', the Russian report is pushed 'under wheels,' which is a more graphic representation.

A couple of the Swedish articles refer to 'died' instead of 'killed' (but do say 'pushed').

By choosing the term 'died' instead of 'killed', the Swedish press chooses to downplay the fact that this is a killing

As for the language of some of the articles:  the victim did not merely 'die' -- she was killed:
  • Russian:  pushed under wheels of subway train.
  • Swedish:  murdered, pushed in front of T-train.
  • Swedish:  'has died' / pushed down in front of subway train.
  • Swedish:  murdered / suddenly shoved in front of a train.
  • Swedish:  pushed in front of train & died.

However, part of the Swedish press has played up the human interest sad death angle.

This will sound very cynical, but I believe it's accurate:  the Swedish paper, Aftonbladet, that played up sad death human interest (letter to the deceased, mother, sister, friend etc) factor did so because this is a foreign origins death.  That is, they have themselves a foreign victim and it's important to showcase foreigners as victims, while suppressing information on the foreign perpetrators/aggressors.

Note that the Swedish press was not so kind to the family of the European (Lithuanian) teenage boy  that was knifed in the back & killed on the first day of secondary school by a 'Syrian' immigrant (see:  "Sweden Media Misrepresents Murder of Teenager in Swedish School While European Media Remains Silent"  | here).

'Syrian' in inverted commas, because every immigrant is 'Syrian' now that Merkel's announced the open door to 'Syrians' policy.

Anyway, how's that for a disgusting, opportunistic, propaganda publishing exploitative Swedish press, when comparing the treatment of victims' families?

If I understand the Swedish right (?) press article correctly, they are saying that Berliner Zeitung report is misleading because it refers to a German woman of 'migrant background'.  However, the Berliner Zeitung report is supported by other report/s and by the surname details, so the Berliner Zeitung report is, in fact, accurate in this case.

In other reports, the victim is described as living with her mother and a younger sister in Berlin, but the family connection to Sweden is unclear.  As in, did the 'family' move to Germany, having resided in Sweden until recently and, if so, what constitutes the 'family' -- although it is presumed to be mother and two daughters, as there is no mention of the father (save for the 'German father' reference, which is inaccurate if this young woman bears her father's Middle Eastern surname).  While the mother, 'Hoda,' is mentioned, the Swedish report does not disclose the origins of the mother. 'Hoda' would suggest a mother with a Middle Eastern background, but that is not necessarily a 100% indicator, as some women take a foreign given name (eg religious conversions).

Judging by the Swedish sounding name of the friend of the victim (given in the Swedish press above), we would perhaps have an indication of Swedish female out-marriage. A minor detail, but nonetheless a notable one for those interested in the affects and impacts of non-European immigration.

The non-European backgrounds, together with periphery details of the parties involved, are significant in terms of either providing or denying complete, accurate, and unadulterated information concerning reported persons, situations and events, that are then either perceived more fully or perceived less completely.

Facts rich should be a benchmark for writing news articles.

But mainstream media cannot be relied upon to even provide all the basic details required to fully apprehend daily events.

Furthermore, this same media cannot be relied on at all when it comes to providing accurate information on the subject of immigration.

Take a look at the 1995 data on German immigration, for as an example.  As far back as the 1990s, immigration in Germany was a problem.  But lying and propaganda pushing mainstream media, right across the board, would have the public believe there is no problem at all.

Prediction back in 1995 was that one-third of German's population would be foreigners by 2030, presumably conditional upon Germany keeping up the pace of foreign intake (while simultaneously refusing to implement policy to lift the low native replacement birthrates).

If that was the prediction in 1995, imagine what the devastating reality might be today.

Germany is unlikely to remain a country in which foreigners arrive and remain foreigners. If a net 400,000 immigrants continued to arrive annually, Germany would in 2030 have a population of about 90 million, of whom 30 percent would be foreigners. Major cities such as Frankfurt, Stuttgart, and Munich, which are now about one-quarter foreigners, would have populations that were half or more foreign.

Since one in six foreigners in Germany today was born in Germany--1.2 million of seven million--and half have lived in Germany for 10 or more years, the status quo of foreigners remaining foreigners is not likely to continue.

Asylum. Most of the foreigners arriving in Germany over the past five years seeking to settle have arrived as asylum seekers."

"When the number of asylum seekers surges, as it did in 1992 in Germany to about 438,000, the cost of housing, feeding, and deciding asylum cases--some DM 6 to 8 billion or $4 to $5 billion--can equal contributions for development assistance (Germany provided $7 billion ODA in 1993). "

"n 1992-93, there were numerous attacks on foreigners in Germany at a time when over 1,000 foreigners daily were applying for asylum. Germany added resources to speed up the processing of asylum cases, to streamline the system for determining whether a foreigner was being persecuted for political reasons in his country of citizenship, and to return to neighboring "safe countries" asylum seekers who passed through Poland and the Czech Republic en route to Germany."

[GERMANY] "...  in-between categories for aliens who are not eligible for asylum, but who nonetheless are not deported. The US and German acronyms--TPS, DED, "tolerated"--reflect the expectation that these aliens will eventually depart."

Mass asylum in industrial democracies is a 1980s-1990s phenomenon that has been confronted with more staff to decide cases quickly, and by restricting access to the system. How is the asylum system likely to evolve? Some believe that the concept of safe haven will replace resettlement. Under some notions, ALL persons requesting asylum would be offered safe haven, perhaps on extra-territorial islands. Then, as budgets permit, individual cases would be heard, and those deemed in need of resettlement would be granted the right to begin life anew.

Foreign Workers. Germany recruited guest workers between 1961 and 1973, when their number peaked at 2.6 million, making one in eight workers a foreigner. Over the next 15 years, these foreign workers united their families in Germany, and second and third generation-foreigners joined their parents in the German work force.

Immigration in the 1990s. Germany responded to rising migration pressures from the east after 1989

FIVE (5) - FOREIGN WORKER PROGRAMS

five distinct foreign worker programs

that involve some 350,000 foreigners, and add the equivalent of about 150,000 full-time workers to the German work force.

However, unlike 1960s guest worker programs

1990s foreign worker programs have a different purpose--to cope with micro rather than macro labor shortages

and to make INEVITABLE MIGRATION LEGAL.

 ----------------------------------------

NOTE:  Not certain what 'inevitable migration' legalisation entails.

Does that mean that Germany is just legally fast-tracking influx of foreign workers who are then sent back to their country of origin when their labour is no longer required, or is this a PERMANENT MIGRATION settlement program in the guise of micro labour shortage fill-in in the 1990s (as opposed to the earlier migration influx in the guise of widespread (macro) labour requirements?

The statement below says that the emphasis is on returning labourers to countries of origin, but that sounds unlikely given that the projected foreign population in Germany at the time of this article is 30% foreigner by 2030.

----------------------------------------

German foreign worker programs today also have DIFFERENT INCENTIVES for the workers involved; the emphasis is on ensuring return to their countries of origin.

PROJECT-TIED WORKERS

The most important program involves project-tied workers.

Under this program, German firms sub-contract with FOREIGN FIRMS, and the foreign firm supplies the expertise and workers to complete a particular phase of a project.

average 40,000 project-tied foreign workers in Germany in 1994, down from 60,000 in 1992 because of scandals that involved German contractors using project-tied agreements as backdoor guest worker programs.

 EDIT - SEE DW Article:

"Between 1961 and 1973, around 2.7 million Turks applied for a job in Germany, but only around 750,000 were actually accepted. Half of those who came returned to Turkey, according to estimates. The other half remained in Germany.

Today, around 2.5 million people with a Turkish background live in Germany, meaning either they or their parents were born in Turkey, making them the largest migrant group in the country. Around 700,000 Turkish migrants have German citizenship."  [Source:  DW]

COMMENT:  note that the 'guest workers' did not return to country of origin.  As for the figures, I wouldn't believe them.  Just as the German authorities hide foreigner crime, the German authorities would fiddle those figures somehow to minimise the real stay-behind foreign worker figures.

So the 'project-tied' workers in Germany were then just put on guest worker programs, which would have made that lot of workers also likely to have remained in Germany.

SEASONAL WORKERS

Most newly-arrived foreign workers are employed seasonally in Germany. A peak 150,000 seasonal foreign workers in 1994 contributed the equivalent of 40,000 FTE to the German labor force.

Seasonal foreign workers can remain 90 days in Germany, and most are employed in agriculture, restaurants, or construction.

If the workers are employed less than two months, the workers and their employers do not have to pay social security taxes on their wages.

COMMUTER FOREIGNERS - CZECH & POLISH

The third program is for border commuters from the Czech Republic and Poland.

If local workers are not available in Germany within 50 km of these eastern borders, then employers can request permission from the German Employment Service to employ commuter workers at prevailing wages who can remain in Germany for up to two nights weekly.

EASTERN EUROPEAN - 18MTHS

The fourth program permits about 6,000 young East Europeans to work and learn in Germany for up to 18 months, although evaluations indicate that Czechs, Poles, and other East Europeans learn few skills in Germany that they use at home.

Finally, about 1,000 nurses from the former Yugoslavia are allowed to work in Germany.

MICRO LABOUR SHORTAGE

In both the US and Germany, there has been a shift in the rationale for temporary foreign worker programs.

Instead of recruiting foreign workers to deal with macro or widespread labor shortages, most programs today are justified as a way to deal with a micro labor shortage, or to channel into legal programs inevitable and otherwise illegal migrants.

OECD - DEREGULATION OF LABOUR MARKETS - LITTLE JOB-MATCHING

However, most of the industrial democracies have heeded the advice of the OECD and deregulated their labor markets, and most today play less of a job-matching role in labor markets.

The German ES matches about 35 percent of all job seekers and jobs, the US ES three to four percent--giving governments less credibility when considering employer requests for foreign workers.

Immigration - Germany - 1990s

From the information on German immigration dating back to the 1990s, we can see that Germany has had a major problem with declining demographics since at least the 1990s.

Negligent German government had not acted to correct the native demographic problem, one would gather from recent reports of the reproductive decline in native population.

Therefore, German government pandered to the profit-driven agenda of German industry, an industry that wanted bodies producing goods & making profits for the private owners of German industry, irrespective of where the bodies come from and irrespective of the social costs involved in the short-term and the long-term to the native German population.

The German native population has not only been displaced by foreigners:  it is a German native population that has been and is being replaced by foreigners:

"Germany, 100 percent of the population growth is due to immigration." [1995]

So those that refer to the 'genocide' of Europeans aren't extremists, aren't nutters and they're not kidding.

OECD Figures

Germany

According to OECD figures, in 2013, Germany had 10,490,000 foreign-born persons, reported at 12.8% of the population.   Therefore, according to this set of statistics, as at 2013 over 1 in something like every 10 persons in Germany was foreign-born -- but that does not count those that are persons of foreign origins in Germany, irrespective of German location birth.  If there is 2 in 10 persons in Germany that are of foreign origin (ie in a combined overseas and German-born count of those of foreign origin), about one-fifth of Germany's population would not be German -- in a Germany whose native population is dying out, as it is not reproducing itself.

As at 2013, Germany's unemployed foreign born persons was 7.9% and German 'native born' is at 4.5%.  However, the term 'native born' is not defined.  So 'native born' is not necessarily of German heritage/stock, and this figure may include persons born to parents with German citizenship, who are foreign born or descendants of foreign-born persons.

Sweden

Sweden shows 1,533,493 foreign born persons as at 2013, described as 16% of the Swedish population; with a foreign-born unemployment rate of 16.4% (2014) and a 'native born' (potentially also mixed ancestry group) percentage of unemployed at 6.2%.

Just as with the German statistic, the Swedish statistic does not indicate how many additional persons there are of foreign ancestry.   Considering how long Sweden has now maintained an immigration open house, Sweden's overall non-Swedish population could be astronomical.

Both Germany and Sweden continue to import foreigners, despite the levels of unemployed.

Random Google look-up indicates Sweden's population was at:

9.593 million (2013).

Considering that Sweden and Germany are native European states (and not colonial European settlement outposts, formerly predominantly comprised of mixed European backgrounds, but comprised of decades of predominantly non-European mixed backgrounds immigration), this Swedish figure is positively frightening.

What is this if not genocidal immigration policy being implemented in Europe as well as the West?

OECD (Organisation for Economic Cooperation & Development), an organisation that has been spawned by "Organisation for European Economic Co-operation (OEEC), set up in 1948 to coordinate efforts in restoring Europe’s economy under the Marshall Plan", advises 30 member countries on "economic & social policies including macroeconomics."

OECD is put forward as a body without power to enforce decisions and as a 'consultative assembly', however it is described as having significant influence as an advisory body.

That same OECD body advised industrial nations to deregulate labour markets.

Therefore, it's reasonable to conclude that the OECD and the politicians that heed OECD advice, irrespective of consequences, are responsible for what is genocidal immigration policy that is destroying Europe and European-established societies across the globe.

I'm not familiar with this body or the one that administered the Marshall Plan, but the feeling I get is that American bankers are still calling the shots 70 years after the last war, and I'd wager that if American bankers, economists, and whoever else it is that 'advises' member states to swing open the borders to mass non-European immigration, the member states do as their influential American 'advisers' say, because the whole gig is about maximising profits for the elites of 30 member states and American bankers, and they clearly do not give a f*ck about the consequences to the domestic populations, as long as their respective elites and foreign bankers are happy.

That's just my initial thoughts on the appalling destruction of Europe and of European societies, wherever they may be.

Nations have been given away from under Europeans.  European man, whose heritage and soil has been usurped, has been shunted to the ranks of dispossessed world-wide slavery.

[This is just quickly bashed out ... my maths could be dodgy, so check on figures ... don't rely on me]

Comment

German foreign population figures are somehow being fiddled:  if 1995 the 'foreign population' was 9% (presumably merely foreign-born, as it's not 'PC' to count foreigners with foreign origins), there is no way known that Germany's foreign-born population is at a mere 12.8% as at 2013.

And then there's those that are German-born but of foreign origin.

Mein Gott!

"Newly arrived behind the assault"

 17:25 | 16-01-18   |  Elin Sandow

In 2015, police reported seven cases of sexual molestation of children at Fyrishov. According to Fyrishov perpetrators are newly arrived teenage boys, which police also partially confirms. But social services have not received any cases.

In 2015 there according Fyrishov seven of reported cases of sexual abuse against children committed inside the bath [comment:  sports complex / swimming pool], the majority in the second half. This weekend took place a further two cases.

- Of course, we see very serious in all these cases. It has sometimes acted on several boys while giving himself a girl, says Kent Eriksson, who is operations manager for Fyrishov.

On several occasions, the children who have been molested been ten years old. Usually, the affected children told lifeguards what they have been through, but at no point is there a lifeguard who witnessed how children become tafsade on. Once a case has come to light Fyrishov then alerted the police who arrived and arrested the suspect.

Fyrishov see a pattern of the perpetrators has been newly arrived teenage boys who can not [edit:  speak?] Swedish. In August sharpened Fyrishov their coverage with extra security guards because of the events. The lifeguards have also been strengthened surveillance instructions.

- We do what we can to make it difficult for those who are looking for this. We can read and see the situation, but we can not be everywhere.

Kent Eriksson thinks it is important that this comes up in order to combat the problem.

- Those who are newcomers need information about what you can and cannot [do]. But it is very important to add that we have lots of young people in this group behaved great.

Police confirm that there has been a number of reported cases of unaccompanied refugee youths suspected of sexual assault on Fyrishov. All crimes committed by minors should be reported to the social services - but the social services in the municipality of Uppsala has stated that it has not received any police complaint in this regard.

For there can be natural explanations, says Magnus Westergren as team leader and deputy head of the local police area Uppsala Knivsta.

- It may be that there is Uppsala who placed these young people, but it's a different municipality. But if it is so in these cases, I do not know.

RFSU suggested the other day that unaccompanied refugee boys to receive sex education. And in Karlstad municipality has already decided that all HVB homes should educate unaccompanied about sex, relationships and norms of society because you have seen that cultural clashes could be significant.

Uppsala municipality such plans?

- No, not at present. We trust that the homes where the young people placed to take responsibility for speaking on standards, says Johan Edlund, strategist at social department in Uppsala.

Sheep unaccompanied the reception they need?

- Individual needs assessments done in each case. We get a police report, we make a further assessment.

COMMENT

Parents in Sweden/Europe might want to note the fact that those supervising the safety of minors in public places concede that they 'cannot be everywhere'.

If 'sex' education & 'accepted norms' education could have prevented decades of rape of European natives by foreigner, why wasn't this miraculous method of remedy to address the ongoing sexual assault of European women and children applied in the decades that this has been a plague?

Of course, this is not a cure-all:  this is the Swedish authorities grasping at the only straws they have, in the absence of  addressing the fundamental problem here:  a state sponsored invasion of ancestral European homelands.

So whatever stop-gap measures are taken to plaster over the rape of Europeans, it is the destructive and genocidal policies of Swedish and European politicians that ultimately require attention and revision.

Sweden - Opinion Along Lines: Culture is Relevant re Sexual Assaults of European Women

"Certain attitude to women of different cultures"

The debate in Sweden amazes me, writes Turkish researcher Özge Öner. She writes that we must recognize and understand the different cultures and social systems have different views on women's rights; To deny this is not only ignorant but also insulting to the millions of women's struggle for equality.

We Are Sthlm 2015th

I was born and raised in Turkey, and resident researchers in Sweden over the past eight years, and is amazed at the debate that is currently implemented on refugee sexual abuse at the central station in Cologne on New Years Eve and the music festival We are Sthlm two summers in a row. I agree with those who believe that crimes against women can not be hushed up and that the law applies to all people, regardless of origin. But these voices seem to be in the minority. The debate is characterized mainly by cultural relativism, strongly colored by feminism, whose representative, for example, the DN-journalist Hanna Fahl (8/1), argues that "the common denominator for abuse are gender, not ethnicity." After living as a woman in what is considered the world's most modern Muslim society, I can not emphasize enough how wrong and screwed this approach.

It is of course true that the mass sexual violence is not an issue of "ethnicity" - a word used to silence debate. The crux is that different cultures and social systems have different views on women's rights; To deny this is not only ignorant but also insulting to the millions of women's struggle for equality in these reform hostile communities. Even in an apparently secular and modern society like Turkey, are violent acts against women such as child marriage, rape within the family, forced marriage with rapists and honor, so common that it is rarely reported in the news.

In countries where Islam colors the cultural norms, is very much a consensus that it is the woman's duty to protect themselves from sexual abuse by making himself invisible in public places, both for clothing and fashion. A woman is expected to constantly think about their appearance, wherever she goes, and what time it is; to look modern, be out late and without a man by her side is to "ask for it", under this cultural approach. Even in a "European" city that Istanbul is it so inconceivable that as a woman to go out on the town on New Year's Eve that no one I know has ever suggested it.

All Turkish women I know feel that it is a constant struggle to go by public transport, because one must protect herself from groping men. It is so common that I can not remember how old I was when I learned to have eyes in the back. And then Turkey is, again, a relatively modern country in the Islamic world. I can not imagine what it must be like to live as a woman in other parts of the Middle East.

But it is not just a religion and culture that are important, but also to state institutions sanction the abuse of women. "Women should not laugh loudly to the whole world without preserving her modesty," said Bulent Arinc, Turkey's former deputy prime minister and co-founder of the ruling party AKP, as late as 2014. The same year, said Prime Minister Tayyip Erdogan, now President of Turkey, that it "does not can put women and men on the same level - it is against nature." When 17-year-old Münevver Karabulut in 2009 found in the garbage after having been raped and killed by her boyfriend with the help of his family, argued Istanbul's former police chief that "her parents should have monitored his girl better". 2013 said Omer Tugrul İnançer, a lawyer and Muslim opinion leader, the state television that "it goes against the courtesy to announce her pregnancy with a trumpet - women should not walk the streets with such tripe." But it surprised of course, not that the state media was considered to be "disgraceful" to stay outdoors as a pregnant woman. In a country like Turkey, it is not uncommon for government institutions give their tacit consent to violence against women.

Culture and social institutions play a major role in determining what is acceptable or not. Needless to say, most men who have grown up in countries where the consensus is that it is women's and not men's obligation to prevent sexual abuse, a completely different view of how to behave with women than most Swedish men.

Thus, it is nonsense to debate whether there are cultural characteristics that encourages events like Cologne and the Kungsträdgård [Royal Garden]. It is simply that, and we have to be frank about this if we are to be able to nip the problem in the bud. To only import and quietly tolerate unwanted cultural practices favoring least of all girls and women in Sweden.

COMMENT

Interesting article.

However, I disagree with the notion that ethnicity has nothing to do with the matter of mob (and other) sexual assaults of European women, which has now spanned decades of being swept under a rug.

Ethnicity has everything to do with it:

1)  other cultures are derived from specific ethnicities & their corresponding histories etc.

2)  furthermore, what has taken place is a by-product of the invasion of Europe by non-Europeans, so ethnicity is relevant to any debate.

Putting it another way:  there would not be a debate about this were it not for European policies facilitating the invasion of Europe.

Turkey is an Asian nation, its culture is shaped by its religion and its culture is, in turn, modelled on the Arabic culture of the prevailing religion.

Svenska Dagbladet ('Swedish Daily Newspaper') publishing this article is at least giving an alternative to the prevailing views a hearing.

No time to read the Swedish government report on 'fixing' democracy in Sweden, but I'm sure it's bound to be a creative assault on democracy and on Swedes, by the political status quo.
